n.V7-2.06| The CITI: Light by Design
01| The platform operates on two levels. At Global, ten divisions build the systems, set the standards, develop the tools and hold the infrastructure. At local level, the CITI turns all of that into something that happens in a street, to real people, with names. If Global is the blueprint, the CITI is the construction site — and only one of those two produces a building.
02| A CITI is not a branch office executing instructions. It is a lean local organization anchored in one urban community, with a mandate narrow enough to state in a sentence: create Peoples' Impact in the barrio. The value runs one way. Global serves local. Local serves the barrio. Every group at Global that cannot trace a line from its work to that sentence should be asked to justify itself.
03| The CITI's core work is deliberately small. PI Production is the engine — recruiting Maveriqs, forming teams, designing projects, securing funding, executing, and making sure the impact does not evaporate when the project closes. Peer-to-peer recruiting and teaching is the fuel, trained Maveriqs bringing forward the next cohort at close to zero marginal cost. Activism protects the work when powerful local actors push back. Follow-up projects compound the gains, each completed project generating the next. And the barrio asset portfolio is the scoreboard — the accumulating inventory of verified value the barrio owns. The CITI is not trying to do everything. It is trying to do five things repeatedly and well.
04| The CITI does not mirror Global, and the reasons are worth stating because the pressure to mirror it will be constant. Technology, education design, research, franchise management and commercial infrastructure are carried globally, once, for everybody. Rebuilding any of them locally would consume money that belongs in projects, and would produce something worse than the global version at greater cost. More seriously, a CITI that reproduces Global locally becomes a small bureaucracy with a barrio attached, and it will start behaving like one within two years.
05| So four functions run fully and independently at CITI level, producing original activity on the ground. The Barrio function is the CITI's face in the community: events, the local MM360 plan, government and private-actor coordination, mediation, activism, economic development. Everything requiring physical presence, local knowledge and earned trust lives here.
06| The PI Production function is the operational core and the only place in the entire platform where Peoples' Impact is actually created. There is no Global division building projects at a distance. Global sets the standards and supplies the tools; the production happens here and nowhere else. That is not a devolution of authority. It is the whole model.
07| The People function manages the human side: welfare, team formation, the local network, conflict resolution before it derails anything. And the Leadership function governs — managing the relationship with Global, allocating resources across the CITI, and making the judgment calls that no system can make for a community more complicated than any plan anticipated.
08| Two further jobs have to be done and their organizational home is not yet settled. The first is liaison: the six global divisions with no local department — Technology, Sales+, Education, PI Research, Franchise and AIM — reach the CITI through people who carry standards and tools downward and field reality upward. The second is operations discipline: scheduling, tracking, data collection, and the protection of routines against the decay that afflicts every routine eventually. Whether these are two additional departments or two jobs distributed inside the four above is an open question, and the honest answer today is that it depends on the size of the CITI. A small CITI should not have six departments. A large one probably cannot avoid them.
09| The liaison job carries a risk that grows with the network. Every new CITI, course, platform update and research cycle adds volume to the Global-local flow, and a flow that depends on human coordination becomes a bottleneck at exactly the moment the network starts working. The answer is automation of the pipeline — how content is packaged and delivered, how data is collected and transmitted, how feedback reaches whoever can act on it. Most of that weight sits with the Technology Division. But the CITI is where the friction is felt first, and where it should be reported honestly rather than absorbed silently.
10| Data deserves the same candour. The Global platform improves only as fast as the field reports accurately, and reporting well in a barrio is harder than it sounds — uneven connectivity, users who see no reason to record things, and Maveriqs under real implementation pressure who will not prioritize data entry unless it is easy and expected. A CITI that reports carelessly does not merely fail itself. It feeds noise into every other CITI's learning.
11| The CITI is not a simplified Global. It is a different kind of organization, built light on the belief that the people closest to the problem are the ones best placed to solve it — and built light so that the money stays where the problem is.
